See in a situation like this, the neighbor probably has a lot invested in his loud music. For example, maybe he has a very active social life, and loves to throw grand parties. A woman can go over and ask him nicely, but the world just isn't run by goodwill towards thy neighbor. Men can be subtle. Obviously, you won't get what you want by threatening or outright attacking someone who has done something to offend you. I would do this: put on bloodshot contact lenses and a big trenchcoat. Maybe some steel-toed boots. Walk over, introduce myself as his neighbor, invite myself in, and let him know that I was trying to sleep but i'm very happy he's having a party. Then i'd turn into the guest from hell... spill my beer, break stuff, hit on his girl, etc. My problem becomes his problem, and he better fix it fast.
