Chad and I are thinking about pulling the trigger on this:

It seems like a great deal, my big concern is this:
"Currently the machine boots up and gets stuck in test mode due to the led board needing a couple new IC chips"
How big of a pain in the ass would it be to fix this?

It would depend on what IC Chips are needed. MonMotha would know more about this than anybody here.
