Not always true, though admitedly this does happen quite a bit.
After I've beaten a game, and I start to get bored with it, it's nice to browse the internet and find mods/levels or enhancements for the game. Yeah, some of them are lame, but every now and then you find one that uses the core principles of the game, and expands on them...not detract from them to make it easier.
I used to mod and design levels for the original Doom series, generally Doom 2. I beat the living shit out of that game, so I wanted to find ways to challenge myself even more. I also did some weapon tweaks just for fun, but I never released them or anything.
I was working on an entire new 30 level campaign running on the Doom 2 engine for a while, but I couldn't get my editor to work properly after a while, so I just scrapped the project.
I'd love to edit for Doom 3, but I havn't even tried it yet. Maybe someday.
